Per-role rates in production template budgets

Allow setting a budget with individual rates per role at the production template level. Currently the budget function does not support role-specific rate configuration at that level, so rates must be handled elsewhere or manually. Today there is only an overall budget, or each role on a production has to be opened individually to enter an estimated amount. For productions that run daily it would be practical to configure the template once with budgets broken out per role. In addition, provide reporting that compares the intended/estimated budget against actual spend or booking rate, so estimated budget versus booking budget can be reported on.
